For more than 15 years, Pete has
worked nationally and internationally as a mediator and
facilitator in a wide variety of negotiated rulemaking, public
policy, enforcement, grant administration, EEO, employment and
labor-related disputes. His international work has focused on
mediation, facilitation, dispute systems design services and
training in Bosnia, Croatia, Cyprus, Argentina, Dominican
Republic, Guatemala, Panama, India, Sweden, Greece, Japan and
Korea. He has taught hundreds of mediation training programs, as
well as provided extensive mediation mentoring services and
dispute systems design assistance. Pete also has worked with
dozens of federal agencies in designing, establishing and
conducting ADR programs. Clients have included the White House,
US Institute of Peace, Departments of State, Interior, Labor,
Defense, Transportation, Air Force, Internal Revenue Service,
Office of Personnel Management and many others.
Before joining Carr Swanson &
Randolph, Pete worked as mediator with the Federal Mediation and
Conciliation Service from 1989-2001. At FMCS he worked in the
Office of International and Dispute Resolution Affairs and was
responsible for developing FMCS' international and Alternative
Dispute Resolution (ADR) programs. His work included mediation,
facilitation, training, and dispute systems design services in
the United States and abroad. Before joining FMCS, Mr. Swanson
was a project developer for the Center for Conflict Analysis and
Resolution at George Mason University and a consultant in
conflict resolution to the Tibetan Government in-exile in
Northern India. Mr. Swanson received his M.S. in Conflict
Management and Resolution in 1988 and B.A. in Cultural
Anthropology in 1986 from George Mason University.
Pete has several publications to
his credit, including the Handbook on Dispute Systems Design
(contributing author), Administrative Conference of the United
States, 1994 and Facilitating Multi-Party Disputes: A Training
Manual, Federal Mediation and Conciliation Service, 1999 and
State and Federal Initiatives in Alternative Dispute Resolution,
