  • U.S. Department of Interior
    Facilitated Departmental wide review and restructuring of its entire ADR function. Including facilitating the work of a design team tasked with developing a comprehensive, integrated dispute systems design for workplace disputes.


  • Court Services and Offender Services Agency
    Served as co-architects in the creation of an internal mediation system, and co-facilitators of the design and implementation strategy for the system.


  • U.S. Department of Labor
    Led a team tasked with developing a program to use private sector mediators to mediate enforcement cases.


  • Internal Revenue Service, Center for Conflict Management
    Served as the chief consultant/facilitator for the Center for Conflict Management at the IRS between 1994-1999. The Center trained over 8,000 employees in conflict management techniques and won the Commissioner's Award for Excellence.


  • U.S. Department of Transportation
    In collaboration with the Administrative Conference of the United States, Pete Swanson represented FMCS on a team to create one of the first formal dispute systems designs in the federal government to address equal employment opportunity disputes (1994).


  • U.S. Office of Personnel Management Alternative Dispute
    Served as one of 3 judges to assess the quality of ADR programs for the federal government (2001).
