Frank CarrFrank Carr is a senior partner at Carr Swanson & Randolph. He specializes in all aspects of conflict management, including dispute prevention, issue resolution, and systems design. In this capacity, he provides services as a mediator, arbitrator, partnering facilitator, and alternative dispute resolution (ADR) systems designer.

In June 2002, Frank retired as the Chief Trial Attorney and Agency Dispute Resolution Specialist for the U.S. Army Corps of Engineers in Washington, DC. In these positions he was responsible for managing an extremely large contract litigation caseload, training attorneys in trial advocacy and negotiation skills, and initiating and designing ADR programs for contract and workplace disputes and partnering in construction. Besides his management responsibilities, Frank has served as a trial attorney, a mediator, and a facilitator concentrating on partnering workshops. He was selected as the Corps of Engineers Civilian of the Year in 1989 and received the National Performance Review Hammer Award in 1995. Upon his retirement, he received the Exceptional Civilian Service Award from the Department of Defense and the Meritorious Civilian Service Award from the Department of the Army. Frank is also a highly decorated military officer with the Legion of Merit and a Bronze Star Medal. He recently retired as a Colonel, military judge, in the Army Reserve. Frank received his B.A., 1966, and J.D., 1969, degrees from Duquesne University and an L.L.M., 1974, from Georgetown University.

Frank formerly held committee chair positions for the American Bar Association (ABA) Public Contract Law Section and is past president of the Boards of Contract Appeals Bar Association. He currently serves on committees for several dispute resolution groups, including the ABA Ad Hoc Committee on Federal Government ADR Confidentiality, the Department of Defense ADR Coordinating Committee, the U.S. Court of Federal Claims Advisory Council Ad Hoc Committee on ADR, and the Federal government's Interagency ADR Working Group. Frank is a frequent lecturer on federal government procurement and litigation topics, alternative dispute resolution techniques, conflict management systems design, and construction partnering. Frank has authored, co-authored, and contributed to numerous articles, pamphlets, and books on ADR and partnering. Recently, the ABA Forum on the Construction Industry published his book titled Partnering in Construction: A Practical Guide to Project Success.
